An invited friend never started dancing

They need to accept the animation permission request they were sent by IM. If they missed it or clicked no, touch Minus to remove them and Add to invite them again.

The dance-name buttons are blank

Each button reads its name from the HUD directly when the page changes — if one stays blank, try paging forward and back once to force a refresh.

Typing "stop" does nothing

Make sure it's sent on channel 99 in local chat, not region chat or an IM.

My rotation time or shuffle setting didn't stick

Settings save automatically whenever you change them, but need a moment to reach the web. If you changed something right before detaching the HUD, put it back on and check again.
